Des de la Regidoria delegada de Comer\u00e7 amb la finalitat de recaptar l’opini\u00f3 dels subjectes i de les organitzacions m\u00e9s representatives respecte a l’elaboraci\u00f3 i aprovaci\u00f3 d’una ordenan\u00e7a que regule l’estacionament rotatori en el p\u00e0rquing que envolta el mercat municipal s’ha obert un termini de 15 dies naturals posteriors a la publicaci\u00f3 d’aquest anunci per a presentar les propostes a trav\u00e9s de la Seu Electr\u00f2nica (mitjan\u00e7ant una inst\u00e0ncia general) o de manera presencial, a trav\u00e9s del Registre d’Entrada de l’Ajuntament (Plaza de L\u2019*Esgl\u00e9sia,2) en horari de 9.00 a 14.00 <\/strong>de conformitat amb el que es disposa en l’art. 133 de la llei 39\/2015 d’1 d’octubre.<\/p>\n

 <\/p>\n

1.- <\/font><\/span><\/span><\/span><\/b>Problemes que es pretenen solucionar:<\/strong><\/p>\n

Donada la c\u00e8ntrica ubicaci\u00f3 del mercat municipal, els diversos comer\u00e7os i serveis de la zona i el f\u00e0cil acc\u00e9s a les places d’aparcament amb qu\u00e8 compta el mercat municipal s\u00f3n un reclam per a qualsevol usuari de la via publica que pretenga estacionar en horari d’obertura del mercat en r\u00e8gim rotatori per als usuaris del mateix amb una hora gratu\u00efta propiciant aix\u00ed una millora del servei del mercat.<\/p>\n

2.- <\/font><\/span><\/span><\/span><\/b>Necessitat i oportunitat de la seua aprovaci\u00f3:<\/strong><\/p>\n

Els Mercats Municipals s\u00f3n elements de gran rellev\u00e0ncia tant des del punt de vista social, cultural com des de l’econ\u00f2mic, garantint un subministrament comptant de productes peribles i de primera necessitat fins i tot en situacions com les presents de pand\u00e8mia mundial, aix\u00ed com un manteniment de l’activitat de productors locals.<\/p>\n

Els canvis en els models i h\u00e0bits de consum dels \u00faltims temps fan perillar la seua viabilitat comercial en molts casos, necessitant una actualitzaci\u00f3 del model tradicional seguit fins hui que permeta millorar el seu atractiu comercial i la seua continu\u00eftat en el temps.<\/p>\n

Les necessitats del nostre mercat municipal quant a les zones d’aparcament obliguen a millorar els fluxos de l’aparcament dins del recinte els dies que no hi ha mercat ambulant, facilitant la rotaci\u00f3 de vehicles i compradors, situaci\u00f3 que ara mateix no es dona i limita la competitivitat del comer\u00e7 situat en el recinte municipal tant com la dels comer\u00e7os dels carrers lim\u00edtrofs.<\/p>\n

La f\u00f3rmula plantejada des de la regidoria suposa una regulaci\u00f3 de l’aparcament mitjan\u00e7ant una ordenan\u00e7a de funcionament i fiscal que regule, amb implementaci\u00f3 de sistema d’acc\u00e9s i control d’estacionaments mec\u00e0nics, l’\u00fas i la rotaci\u00f3 de l’aparcament en aquest, estimulant i facilitant les compres en la zona.<\/p>\n

3.- <\/font><\/span><\/span><\/span><\/b>Objectius de la norma.<\/strong><\/p>\n

L’objectiu de l’ordenan\u00e7a que es pret\u00e9n aprovar \u00e9s regular l’estacionament rotatori de les places d’aparcament existents en el mercat municipal com a funcionament i establiment de preu p\u00fablic corresponent.<\/p>\n

4.- <\/span><\/span><\/span><\/b><\/font>Possibles solucions alternatives reguladores i no reguladores.<\/strong><\/p>\n

Les Ordenances i Reglaments Locals s\u00f3n les principals manifestacions de la potestat normativa o reglament\u00e0ria de les Entitats Locals, es tracta perqu\u00e8, de l’\u00fanica opci\u00f3 reguladora de la qual disposa l’Ajuntament per al desenvolupament normatiu de les mat\u00e8ries de referencia.<\/p>\n
